In 2009, the New Jersey Department of Environmental Protection (NJDEP) created the Licensed Site Remediation Professional (LSRP) Program. The Program allows approved environmental professionals to investigate and remediate properties and Areas of Concern (AOC) without NJDEP oversight, subject to possible audit. After 4 years of temporary licenses, regulation and technical guidance overhaul, LSRP application and testing review, and the installment of the Site Remediation Professional Licensing Board, the program was further developed and officially installed on May 7, 2012.
CRITERIA FOR LSRP
Under the LSRP Program, the NJDEP has established strict criteria for the pre-qualification and approval of environmental professionals. The criteria have been designed to identify individuals whom by virtue of education, experience, and third party certification can be assumed to be sufficiently competent and trustworthy for the Program. AESI has two staff members that have met all of the NJDEP criteria for the Program and are effectively able to manage and close out projects as LSRP’s.
AESI OBLIGATIONS AS LSRPs
AESI will work closely with the client on sites to investigate and remediate sites without direct NJDEP oversight. The NJDEP will now assume a support and enforcement role, while LSRP’s answer to a Board of Directors. AESI is responsible for completing the remediation of contaminated sites to achieve full compliance with the Technical Requirements for Site Remediation (Technical Requirements) and other applicable standards. The terms “remediation” or “remediate” are defined for the purpose of this program exactly as they are defined in the Technical Requirements, at N.J.A.C. 7:26E-1.8. AESI has achieved more Response Action Outcomes (RAOs) than any other Environmental Remediation Company. AESI’s work product is subject to the NJDEP’s LSRP Audit Program.
